National Merit Cutoffs Depend on Where You Live

Class of 2027 National Merit Semifinalist cutoffs run from 208 to 223 depending on the state. Here's how the program works and why the same PSAT score can mean different things.

Two students can earn the exact same PSAT score, and one becomes a National Merit Semifinalist while the other doesn’t. The only difference is the state they live in. For the Class of 2027, the Semifinalist cutoff runs from 208 in the lowest states to 223 in the highest, a 15-point gap for what is supposedly one national honor.

How the program works

National Merit is a series of cuts, and each one works a little differently.

  • PSAT/NMSQT: Juniors take it in October. About 1.4 million juniors took the October 2025 test that counts for the Class of 2027.
  • Selection Index: Your Reading & Writing and Math scores are combined into a single number. Every cutoff below is expressed on this scale.
  • Commended Student: There is one national cutoff for everyone. This year it’s 208, down from 210. About 40,000 students land here.
  • Semifinalist: Here’s where state lines matter. About 17,000 Semifinalists are chosen, and each state’s share is proportional to its share of graduating seniors, so each state ends up with its own cutoff.
  • Finalist: Semifinalists still have to confirm their score with the SAT or ACT, submit an application and essay, and get their principal’s endorsement.
  • Scholar: Winners are selected from the Finalist pool.

Together, Commended students and Semifinalists make up roughly the top 4% of test-takers.

This year’s cutoffs

Selection Index States
208 Alaska, Montana, North Dakota, West Virginia, Wyoming
209–210 New Mexico, Utah; Alabama, Arkansas, Iowa, Oklahoma, South Dakota
216 Florida, Michigan, Ohio, Oregon
219 Delaware, Pennsylvania, Texas
220 California, Connecticut, New York
221 Maryland, Massachusetts, Virginia, Washington
223 New Jersey, District of Columbia

Every state’s cutoff fell this year. Alaska fell the most of any state, dropping 7 points.

Why the gap exists

Because Semifinalist slots are handed out by each state’s share of seniors, a state with many high scorers competing for its slots ends up with a higher bar. A state with fewer high scorers ends up with a lower one. The system isn’t measuring whether New Jersey students are “smarter” than Wyoming students. It’s measuring how crowded the top of each state’s distribution is.

That has a practical side effect. Eligibility is based on the state where you’re enrolled when you take the qualifying PSAT, so a family moving between sophomore and junior year should check the cutoffs in both states.

What to take from it

Clearing your state’s cutoff is the start of the process, not the end. The Finalist requirements are where students sometimes stumble, especially the confirming SAT or ACT score and the essay. The payoff can be real, though: some colleges offer substantial merit aid to National Merit Finalists, including full rides.

CollegeIntel’s state-by-state breakdown of National Merit cutoffs has the complete list for every state, including the ones not shown above. If you’re a junior, look up your state’s number before the October test so you know what you’re aiming for.
